2,100 cameras to monitor traffic and security as e-challan system launched in Rawalpindi
RAWALPINDI, Nov 26 (APP):The Safe City Authority Rawalpindi has formally launched the city’s e-challan system, under which digital fines are being issued for traffic violations.

Senior Superintendent of Police (SSP) Operations Rana Abdul Wahab told the media at his office on Wednesday that more than 600 e-challans had already been processed since the system became operational. Superintendent of Police Safe City Razaullah Khan was also present.

The SSP said 360 locations across Rawalpindi were now covered by 2,100 fully functional smart cameras monitoring traffic flow, crime and overall security round the clock. He said the upgraded surveillance network would not only help regulate traffic but also strengthen urban security.

He added that the Safe City Authority had initiated several enforcement projects targeting environmental violations, pollution-causing activities and other unlawful practices.

SSP Wahab said motorcyclists riding without helmets would be issued e-challans, while seat-belt violations, mobile phone use while driving and other infractions would also be penalised digitally. Those using fake or non-standard number plates would face criminal proceedings, he added.

He said no violations committed before November 21 had been processed, giving the public time to understand and adjust to the new system.

The SSP emphasised that e-challans were always issued to the current registered owner of a vehicle and advised the citizens to transfer ownership immediately after selling their vehicles to avoid wrongful penalties.

He said efforts were under way to integrate the e-challan system at the national level through data-linking with excise departments of other provinces, which would enable action against vehicles bearing out-of-province plates.

SSP Wahab noted that the initiative was being implemented with full support from the Traffic Police and District Police. “This is not a revenue-collection exercise,” he said. “It is meant to protect lives, improve traffic discipline and uphold the rule of law.”

He added that strict monitoring of Safe City camera operators was in place to ensure citizens’ privacy was not compromised. “The core objective of the system is to provide a secure environment, not to harass anyone or leak personal data,” he said.
