We highly value the sincere efforts exerted by President Donald J. Trump to end the war in Gaza, and the State of Palestine affirms its readiness to work constructively with him and with all relevant partners to achieve a just and comprehensive peace. We also affirm that the State of Palestine is working in a coordinated framework to achieve the goals of just and comprehensive peace with its partners in the International Coalition for the implementation of the two-state solution, with the Presidency of the International Peace Conference in New York and the heads of the working groups, as well as with Palestine’s new partners who have recently recognized the State of Palestine and all those who had previously done so.
At the same time, it is essential that any proposal, when transformed into an implementation
plan, take into account the following fundamental principles:
* Gaza is an inseparable part of the State of Palestine, and Palestinian laws must be applied uniformly in both Gaza and the West Bank.
* There must be a clear political, administrative, and security linkage between the West Bank and the Gaza Strip, ensuring the unity of the land and Palestinian institutions under one government, one law, and one legitimate authority.
* International stabilization forces should only be deployed pursuant to a United Nations Security Council resolution, guaranteeing international legitimacy and preventing any unilateral arrangements.
* The Palestinian Authority must not be undermined, but rather supported and empowered to fulfill its responsibilities and implement its reform program, as committed by the State of Palestine.
* Israel must stop withholding Palestinian tax revenues and release more than USD 3 billion owed to the Palestinian Authority.
* The blockade imposed on the land of the State of Palestine must be lifted, ensuring the free movement of individuals and goods, domestically and internationally, and preventing the strangulation of the Palestinian economy.
* All unilateral measures that undermine the two-state solution must cease, including settlement expansion, settler violence, land annexation, displacement, and assaults on Islamic and Christian holy sites.
* Irreversible steps must be taken to implement the two-state solution, based on a clear timeline leading to the end of the occupation and the independence of the sovereign State of Palestine with East Jerusalem as its capital, in accordance with international legitimacy resolutions, alongside the State of Israel, in security, peace, and good neighborliness.
* It is crucial that a United Nations Security Council resolution be issued, based on the consent of the State of Palestine as the legitimate sovereign, to confer international legitimacy on any transitional arrangements, including the deployment of any international mechanism or stabilization and security mission in the Gaza Strip.
* A clear timeline must be established for the return of the State of Palestine to Gaza to assume full responsibilities, in parallel with a full Israeli withdrawal in agreed stages. At the same time, steps must be taken to consolidate the ceasefire, facilitate the entry of humanitarian aid through international organizations, secure the release of all hostages and prisoners, and implement a recovery and reconstruction program, with emphasis on the return of Palestinians to their homes and the prevention of displacement. The State of Palestine also affirms that it continues to implement the reform programs to which it committed at the International Peace Conference in New York, including:
* Holding presidential and parliamentary elections within one year after the end of the war, drafting a temporary constitution, and updating the electoral law so that no party or individuals may run unless they adhere to the culture of peace, political programs, international commitments, and the two-state solution in line with international legitimacy.
* Developing educational curricula in line with UNESCO standards and the culture of peace.
* Establishing a unified social welfare system and ending the previous payment scheme for the families of prisoners and martyrs, which is now ready for international auditing. The State of Palestine renews its commitment to being a modern democratic, non-militarized, pluralistic state, based on the peaceful transfer of power, guaranteeing freedom and justice for all it’s citizens.
