PESHAWAR: Candidates from District Buner and adjoining flood-affected areas have appealed to the Khyber Pakhtunkhwa Public Service Commission (KPPSC) to postpone the upcoming Provincial Management Service (PMS) Examination, citing large-scale devastation caused by recent floods.
In a written request addressed to the Honourable Chairman of the KPPSC, Ashraf Ali of Chagharzai, Buner, on behalf of the affected aspirants, highlighted that the unprecedented floods have destroyed homes, roads, and communication networks, while electricity and internet services remain severely disrupted.
“The disaster has made it practically impossible for candidates from these regions to prepare for or appear in the forthcoming PMS examination,” the letter stated, emphasizing the immense psychological and logistical challenges faced by residents.
The petition further argued that conducting the exam under such conditions would contravene the fundamental rights guaranteed under Articles 4, 9, 18, and 25 of the Constitution of Pakistan, 1973 — particularly the right to life, fair treatment, and equality of opportunity.
The letter noted that both the National Disaster Management Authority (NDMA) and the Provincial Disaster Management Authority (PDMA) have officially declared the affected regions as disaster-hit, and that relief and rehabilitation efforts are still ongoing.
“In these extraordinary circumstances, postponement is not only justified but essential to ensure fairness, merit, and transparency,” the appeal read.
The aspirants urged the KPPSC to delay the examination for a reasonable period until normalcy is restored, allowing all candidates across the province an equal opportunity to compete.
