Wajiha Qamar, Farah Naz Attend DGSE Ceremony; Govt Announces Major Initiatives for Special Education Sector
ISLAMABAD, Dec 3 /DNA/: The Directorate General of Special Education (DGSE), Ministry of Federal Education & Professional Training (FE&PT), observed the International Day of Persons with Disabilities 2025 with a special ceremony at the Rehabilitation Centre for Children with Developmental Disorders (RCCDD), H-8/4 Islamabad. The event was held under this year’s global theme, “Fostering Disability-Inclusive Societies for Advancing Social Progress.”
Minister of State for FE&PT, Ms. Wajiha Qamar, attended as Chief Guest, while Parliamentary Secretary FE&PT, Ms. Farah Naz Akbar, participated as Guest of Honor.

Speaking at the event, Farah Naz Akbar praised the children’s performances and described them as specially talented and differently abled. She said these children were “complete in their own way,” adding that they were a blessing for their families and an example of true inclusion. She lauded teachers for their hard work and care.
Chief Guest Ms. Wajiha Qamar reiterated the government’s commitment to promoting an inclusive society where persons with disabilities have full access to education, rehabilitation and socio-economic opportunities. Calling it “a day of possibilities,” she urged collective efforts to ensure that no child is left behind. She also commended the Secretary FE&PT for his continued dedication and initiatives to strengthen the special education sector.
Children from various Special Education Centres captivated the audience with heart warming national songs and performances, showcasing their abilities, confidence, and creativity. Their presentations received enthusiastic applause.
Earlier, Secretary FE&PT, Mr. Nadeem Mahbub, welcomed the participants and highlighted a series of initiatives being undertaken by the Ministry. He said a comprehensive roadmap had been implemented to strengthen Special Education Institutes across the country. Key measures include:
Procurement of assistive devices for children with disabilities, Establishment of ten new IT labs for special learners, Recruitment of specialized human resources, Upgradation of the orthopedic workshop for manufacturing artificial limbs, Development of a Unified National Sign Language Code, Establishment of a state of the art Autism Unit at RCCDD.
He said these steps were aimed at ensuring that every child with special needs receives high-quality, accessible and equitable educational services.
The ceremony concluded with a renewed commitment to promoting dignity, inclusion, accessibility and equal opportunities for all persons with disabilities.
