Decades of Delays: Illegal Encroachments Continue to Block Development in Sector G-14/1

Islamabad (August 2025) – More than two decades after its launch, Islamabad’s Sector G-14 remains mired in disputes, with G-14/1 in particular facing a deadlock caused by illegal encroachments and unresolved property claims.

Launched in 2004 by the Federal Government Employees Housing Authority (FGEHA) in collaboration with the Capital Development Authority (CDA), Sector G-14 was envisioned as a modern residential hub for federal government employees. The sector was divided into four sub-sectors—G-14/1, G-14/2, G-14/3, and G-14/4—offering 5,486 plots ranging in size from compact 25×40 feet to spacious 50×90 feet. While development has moved forward in neighboring sub-sectors, G-14/1 remains virtually untouched due to entrenched illegal occupations.

For over 15 years, genuine allottees—many of them retired government employees—have been denied possession of their plots. Some have even approached the Supreme Court, demanding justice, equity, and a definitive timeline for the resolution of this long-standing issue. The Islamabad High Court (IHC) has intervened, directing that built-up property (BUP) measurements be completed first in G-14/2. However, this has left G-14/1 in limbo, with no clearance or eviction operations yet carried out.

At present, only about 1% of G-14/1 has been cleared, with the rest still under dispute. Sources suggest that powerful local groups are backing the illegal occupants, making it increasingly difficult for CDA and FGEHA to enforce the law. Political interference and unresolved claims over built-up properties continue to stall progress, despite repeated assurances from authorities.

For many allottees, the delay has been devastating. Years of waiting have led to financial strain and emotional distress, with some original beneficiaries passing away without ever receiving their rightful allotments. Their families continue the struggle, clinging to hope that justice will eventually be delivered.

The contrast between G-14/1 and its neighboring sub-sectors is stark. While G-14/2, G-14/3, and G-14/4 have seen gradual development, G-14/1 remains frozen in time. The lack of transparent and decisive action has left thousands of allottees frustrated, and public trust in housing authorities severely shaken.

Unless CDA and FGEHA move swiftly to implement court orders, differentiate genuine claims from illegal ones, and clear encroachments transparently, the promise of Sector G-14 risks becoming a broken dream. For now, G-14/1 stands as a reminder of how bureaucracy, encroachments, and political pressure can derail a vision meant to serve hardworking citizens.
