IHC orders review of gov’t employees’ promotion case

IHC seeks NAB view

ISLAMABAD, Mar 31: The Islamabad High Court (IHC) Tuesday directed the departmental selection board to review the promotions of while accepting the petition of employeesgovernment employees who were deprived of promotion in the DSB. Justice Inaam Ameen Minhas issued a written decision on the applications of 15 government employees.

The court ordered the Establishment Division to keep the case of promotion of all the applicants in the next meeting of the Departmental Selection Board. The court has ordered that the DSB shall consider the case of the applicants under the Civil Servants Promotion Rules 2019. The DSB shall be limited to only those sources of information which are mentioned in the Promotion Rules 2019.
The Departmental Selection Board shall not rely on any irrelevant material, personal information or opinions of departmental representatives. The court has directed that if any member of the board questions the integrity of an officer, he must give a concrete reference in writing and if the promotion cases of the applicants are postponed, clear and unambiguous reasons must be given.
The court has ruled that the applicants cannot be denied the proceedings of the meeting or related materials on the pretext of confidentiality.
