The 7th Summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA), held in Baku, Azerbaijan, marked a significant milestone in Asia’s journey toward greater cooperation, peace, and sustainable development. Bringing together heads of state, government representatives, foreign ministers, and senior officials from across the continent, the summit reaffirmed the importance of multilateral dialogue in addressing common regional and global challenges. The event was hosted by Azerbaijan on 15 October 2026 and highlighted the country’s growing diplomatic role in fostering regional connectivity and cooperation.
CICA, established in 1992 on the initiative of Kazakhstan, serves as a unique platform dedicated to strengthening trust and collaboration among Asian nations. Today, the organization represents a vast majority of Asia’s population and territory, making it one of the continent’s most influential multilateral forums. Its mission is to promote peace, security, stability, and economic prosperity through confidence-building measures and constructive engagement among member states.
The theme of the summit focused on enhancing connectivity, digitalization, and sustainable growth, reflecting the evolving priorities of Asian countries in an increasingly interconnected world. Discussions centered on regional security, economic cooperation, technological innovation, climate challenges, transport corridors, and digital transformation. Leaders emphasized that economic progress and regional stability are closely linked and require collective action.
A major outcome of the summit was the adoption of the Baku Declaration, a comprehensive document outlining the commitment of member states to international law, multilateral cooperation, and confidence-building measures. The declaration addressed key security concerns, economic development, environmental sustainability, and emerging challenges associated with technological advancement, including artificial intelligence. It also emphasized the importance of fostering intercultural dialogue and promoting tolerance among diverse societies across Asia.
Azerbaijan’s leadership during its chairmanship received widespread recognition. President Ilham Aliyev highlighted the achievements made under Azerbaijan’s stewardship, particularly in advancing cooperation in transportation, connectivity, digitalization, tourism, education, science, and environmental initiatives. These efforts have contributed to strengthening CICA’s institutional capacity and its effectiveness as a platform for dialogue and practical cooperation.
The summit also produced several important institutional decisions. Member states agreed to extend Azerbaijan’s chairmanship for the 2026-2028 period, reflecting confidence in the country’s leadership and vision for the organization. In addition, Azerbaijani diplomat Sultan Hajiyev was appointed as Secretary General for the 2026-2030 term. Another notable development was the admission of Laos as a new member, expanding CICA’s reach and reinforcing its role as a truly pan-Asian forum.
Representatives from major Asian powers stressed the importance of maintaining peace, rejecting bloc confrontation, and strengthening regional cooperation. Participants called for enhanced trade and investment, secure supply chains, infrastructure development, and greater collaboration in addressing environmental and public health challenges. The summit demonstrated a shared understanding that Asia’s future prosperity depends on unity, mutual respect, and collective problem-solving.
The 7th CICA Summit in Baku stands as a testament to the growing importance of dialogue-based diplomacy in Asia. At a time when the international landscape faces uncertainty and complex challenges, the summit offered a platform for building trust and pursuing common goals. Through the adoption of the Baku Declaration and the strengthening of institutional mechanisms, CICA has taken another significant step toward creating a more secure, connected, and prosperous Asia. Azerbaijan’s successful hosting of the summit will be remembered as an important contribution to regional cooperation and the advancement of peace throughout the continent.
